It also includes persons who live or work in Oregon counties: Baker, Grant, Harney, Malheur, Morrow, Umatilla, Union, and Wallowa. Additionally, natural persons who live, work, worship, or go to school in the entire State of Washington are eligible. Immediate family members of eligible individuals can also join.
